Pending Cases of ACP and MACP to Clerical Cadre Staff

I am to inform you that a large number of Lower Grade Clerks and Higher Grade Clerks are yet to be given the financial up-gradation under the earlier ACP Scheme. Up-gradation under ACP for LGCs is due since last more than 3 years.
Similarly, 2nd up-gradation under the MACP is also due for a large number of employees in the Amalgamated Clerical Cadre. Resentment among the affected employees is growing.
I would request your goodself kindly to take immediate action to clear all the pending ACP cases of LGCs and HGCs of the AC Cadre without any further delay.

Central Executive Meeting

News Item

A meeting of the Central Executive Committee of the Non-Gazetted Government Officers’ Association was held at Port Blair today. The meeting discussed on various issues of Govt. Employees working under A & N Admn. In a resolution adopted in the meeting the Association expressed concern over the uncontrolled hike in the prices of essential commodities in the Islands. Through another resolution, the Association expressed anguish over the exorbitant fare being charged by the Private Airlines in the Port Blair mainland sector and called upon Govt. of India to prevail upon these airlines not to charge higher fare in this sector.

Shri. D. Ayyappan, General Secretary spoke in the meeting, Shri. Sadanand Rai presided over the meeting.

Subject: SENIORITY - Consolidated orders on...

The undersigned is directed to say that instructions have been issued by this Department from time to time laying down the principles for determining seniority of persons appointed to services and posts under the Central Government. For facility of reference, the contents of the important orders on the subject have been consolidated as a compilation "Instructions and Guidelines on Seniority". The number and date of the original O.M.'s has been referred in the relevant instructions* for easy reference to the context. The consolidated instructions include revised instructions on the following:

i. Seniority of persons appointed on direct recruitment from the reserved panel at a later date, specifically when the officers from the subsequent selection panel have already joined.

ii. Inter-se seniority of two panels of direct recruits, where more than one selection panel are received from UPSC/SSC through letter of same date.

iii. Fixation of seniority of a person who has been transferred to a lower post under FR 15-A.

iv. Seniority in case of appointment on compassionate grounds

2. Also, certain areas within the existing instructions, which require frequent clarifications, as is evident from the references received from variousMinistries/Departments, have also been incorporated under the head "clarification", for reference. This may be brought to the notice of all concerned for information, guidance and necessary action.

3. The consolidated instructions along with Annexure containing O.M.'sreferred wlll be issued separately in the form of handbook.

NGOs' Association Welcomes the Decision for Clerical Cadre Restructuring

News Item

The Non-Gazetted Government Officers’ Association, Andaman and Nicobar Islands welcome the decision of the Andaman and Nicobar Administration to order the cadre restructuring of the Amalgamated Clerical Cadre of the Administration. The Association has been demanding for the last several years the re-structuring of the Amalgamated Clerical Cadre considering the all-round stagnation in the cadre. The Association conveys its gratitude to the Lt. Governor, Andaman and Nicobar Islands for accepting the demand of the Service Associations in this regard.

According to the office order bearing No. 4174 dated 23rd November, 2010 issued by the Administration, 344 additional posts of Higher Grade Clerks, Head Clerks, Office Superintendents and Deputy Secretary have been made available in addition to the existing numbers in the above categories while the number of posts of Lower Grade Clerks have been reduced by 344. The posts in various departments of the Administration have been re-distributed accordingly.

Subject: Departmental proceedings against Government Servants – consultation with the Union Public Service Commission for advice.

The undersigned is directed to say that the existing instructions issued by this Department provide that the disciplinary proceedings taken against Government servants should be processed and completed expeditiously. Occasionally, the charged officers approach the Courts to quash the disciplinary proceedings and in many such cases the courts give direction to the Government to complete the proceedings within a time limit prescribed by the court. In certain instances the Government seeks further time from the court and in certain other instances, the petitioners file contempt petitions for not having completed the proceedings as per the court orders. In many of such cases , the UPSC has to be consulted as per the existing regulations, before the final orders are issued.

The UPSC has brought to the notice of this Department that In the above cases, some Ministries / Departments have stated in the affidavit flied before the Court that the matter has been pending with the UPSC and the delay in completing the proceedings was due to the delay In result of advice from the UPSC although such canes had been returned by the Commission to the Administrative Ministry to rectify the deficiencies noted by it In this connection, attention of Mlnlstrles/ Departments Is drawn to this Department’s OM of even number dated 10.5.2010 and 14.9.2010 In which it has been reiterated that the Commission generally takes 3-4 months to render its advice matter the complete case record8 have been received by the Commission and that the Ministries / Department should ensure that the prescribed proforma for mending the case records to the UPSC filled with due care and attention to avoid any back reference by the Commlaelon to rectify the deficiencies.

A case may not be taken as delayed on the part of UPSC If the Commission has returned the same to the Administrative ministry to remove deficiencies.

All Ministries / Department. are requested that In cases where the Courts are being apprised the time taken in finalizing a disciplinary proceeding through affidavit, information In regard to the pendency of the matter before the Union Public Service Commission may be correctly projected.

Sub: Study Leave for Fellowships offered by reputed Institutes.

Study Leave is normally granted to a Government Servant for a course of study having direct and close connection with the sphere of his duty. However, it can also be granted for studies which may not be closely or directly connected with the work of a Government Servant, but wliich are capable of widening his mind in a manner likely to improve his abilities as a civil servant and to equip him better to collaborate with those employed in other branches of the public service. Keeping in view the above spirit, this Department had allowed Study Leave to those selected for the award of Jawaharlal Nehru Fellowships in relaxation of the rules.

2. In light of the above, this Department is examining the feasibility of bringing more Fellowships under the purview of Study Leave, on the same terms and conditions as the Jawaharlal Nehru Fellowships. All Ministries/Department are requested to provide relevant /requisite inputs regarding fellowships offered by reputed institutions which may be of benefit to their area of work. It would be appreciated if the feed back is received by the under signed by 15th December 2010. The same may be mailed to the under signed at pads@nic.in.

Expected Dearness Allowance for Jan 2011 for CG Employees

Expected DA from Jan 2011

The central government employees received 10% DA in addition to 35% earlier,which now stands at 45%.They got the payment as two months arrears for July and August.The DA for September was calculated in their regular monthly payments.Through this hike employees got an increase of Rs700 to Rs900 in their monthly salaries. There was no such increase before this.Let us see some of the reasons.

The main reason behind announcing DA is due to the increase of prices in essential commodities.’Labour Bureau’-which is under the central government takes the statistics of the prices of essential commodities in selected cities and this process is known as AICPIN -i.e.- All India Consumer Price Index. DA is calculated only as per the AICPIN.

Regarding the next instalment of DA which is to be announced from Jan 2011,numerous speculations are pouring in.The DA percentage will be calculated as per the AICPIN from September 2010 to December 2010.Suppose the AICPIN stands at 179 points or more,there are chances of getting 50% DA from Jan 2011.

Any way let us assume that the DA will surely cross the 50% which will enable increases in some allowances.

Children Education Allowance,Child Care Allowance,Washing Allowance,Cycle Allowance,Cash Handling Allowance,Conveyance Allowance,Split Duty Allowance will also be increased.

Non-Disbursement of Monthly Salary to Teachers

Sub: Non-disbursement of monthly salary to teachers working under the Govt. SSS Port Mout and GSSS Haddo (Telugu):- regarding

Sir,
I am to refer to our letter dated 2nd November, 2010 addressed to you regarding non-disbursement of salary to teachers. In the said letter, we had brought to your kind notice the cases of non-disbursement of salary for the month of October, 2010 to certain number of teachers working under the establishment of Principal, Govt. Sr. Sec. School, Port Mout due to non-availability sanctioned posts. Thereafter, it has been reported to us that 18 teachers working under the establishment of the Principal, Govt. Sr. Sec. School, Haddo (Telugu) are also yet to be paid their salary for the month of October, 2010 on the same reason of exceeding the sanctioned posts.
We have informed that the salary of the above teachers has not been disbursed to them till today despite the matter having been brought to the notice of other authorities also in the Directorate of Education and getting assurance of immediate action. Some of these teachers are facing acute financial difficulties due to the sudden denial of their monthly salary.
I would, therefore, request you kindly to look into this matter urgently and take necessary action so that the salary of the above teachers can be drawn and paid to them without any further delay.

Meeting of Staff Car Drivers

A meeting of Staff Car Drivers working in various departments under Andaman and Nicobar Administration was held at 3 p.m. today the 13th November, 2010 at Port Blair. The meeting decided to revive the Staff Car Driver's Sub-Committee of the Non-Gazetted Government Officers' Association and, accordingly, elected Shri. Shyam Sunder as Vice President, Shri. M.S. Basheer as Secretary Shri R.Pitchai as Joint Secretary, Shri. Abdul Rahim as Organising Secretary and Shri. Hameed as Treasurer. The meeting adopted resolutions on various issues concerning the Staff Car Drivers working under the Administration. Shri. D Ayyappan, General Secretary, Shri. T.S. Sreekumar and Shri. P.Sathyapal, Assistant General Secretaries and Shri. T.Rajendran, Office Secretary addressed the meeting. A large number of Staff Car Drivers attended the meeting.

NGGO Association highlights issues of Clerical Cadre Staffs

Shri. D. Ayyappan, General Secretary, Non-Gazetted Govt. Officers’ Association along with Shri. Anand Raj, Secretary, Secretariat Sub-Committee of the Association today (10.11.2010) met the Secretary (Perl), A&N Administration and discussed with him various issues relating to the clerical cadre staff of the Administration.

The Association leaders requested the Secretary (Perl) to expedite the process of restructuring of the Amalgamated Clerical Cadre so as to remove the stagnation among the Lower Grade Clerks and Higher Grade Clerks.

The Association leaders have also informed the Secretary (Perl) that hundred of LGCs and HGCs are yet to be given financial upgradation under the earlier ACP Scheme and MACP Scheme. The Secretary (Perl) has agreed to look into this.

The Association delegation had also brought to the notice of the Secretary (Perl) the pending demand of the Association for upgradation of the pay of Lower Grade Clerks and Higher Grade Clerks.

IRTSA proposes to demand Seventh Pay Commission - For Revision of wage structure wef 1.1.2011

IRTSA invites comments from its members & other visitors to irtsa.net on the following demand - proposed to be raised soon:

Seventh CPC for Revision of wage structure of Central Government employeesshould be set up forthwith - for a revision of wage structure with effect from 1.1.2011 - on following grounds:

i) Implementation of 6th CPC would complete 5 year period on 1-1-2011. Government has conceded to effect wage revision in the case of PSUemployees after every five years. The same critiria of 5 years shoud be adoptd for revision of wages of Central Government Employees and Pensioners

ii) D.A component in the wages would exceed 50% wef January, 2011. But merger of DA is not proposed to be done at this stage (as in the past) due to retrograde recommendations of the Sixth Pay Commission to the contrary.

iii) The disparity with PSUs & Corporate Sector have increased further since Sixth CPC - and will now further increase especially due to fast improvementin economy.

iv) Anomalies in Sixth CPC Report & its implementation cannot apparently be removed - except by a Pay Commission since the Government is not ready to agree on any of the major issues of concern.
