NGOs' Association strongly opposes the increase in the working hours of teachers

PRESS NOTE

The Non-Gazetted Govt. Officers' Association, Andaman and Nicobar Islands, strongly opposes the decision taken by the Andaman & Nicobar Administration to increase the working hours of teachers working in the schools of Andaman & Nicobar Islands from 01st April, 2011 in the guise of implementation of Right of Children to Free & Compulsory Education Act 2009. The decision has been taken by the Administration without consulting the service Associations functioning among the teachers. This Association has been requesting the Administration and the Education Department to take the views of service Associations in this regard, but the same has not been done by the Administration. Instead, the decision has been imposed on the teachers without providing even the basic facilities like toilet, safe drinking water, desks and benches etc., in the school. The Administration has not given sufficient time to the teachers to prepare themselves mentally to perform additional hours of duty. The Administration has not taken any step to ensure transport facilities for the teachers working in the rural areas. The Association calls upon the Andaman Nicobar Administration to reconsider its decision to enhance the working hours of the teachers till such a time the whole issues involved in the Right to Education Act are discussed with the service Associations and others.

NGOs' Association expresses concern & anguish on the introduction of PFRDA Bill in Parliament

News Item

The Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands expresses its deep concern and anguish that the Central Government has yesterday(24.03.2011) introduced the Pension Fund Regulatory & Development Authority (PFRDA) Bill once again in the Parliament. The bill that was introduced earlier by the then Finance Minister Shri P. Chidambaram, could not muster sufficient support to get it enacted as the Left parties Parties had opposed it. Even though the enactment could not be made, the Government through executive order had converted the statutory defined benefit Pension scheme which is in existence for decades in the case of Government employees into a contributory pension scheme.

The Association will carry out intensive campaign to bring home the harmful impact the bill will bring about on the existing pensionary benefits of the Government employees. Besides, the funds accumulated from the contributions made by the employees as stipulated in the New Contributory Pension Scheme would be diverted to stock market for investment. Since the Government is to contribute equal amount as is being made by the employees, the new contributory pension scheme would be an unbearable drag on the exchequer and the sole beneficiary would be the big corporate houses.

SATB expresses concern over the issue of increasing the teaching hours for teachers

NEWS ITEM

The South Andaman Teachers’ Branch of the Non-Gazetted Govt. Officers’ Association has called upon the authorities in the Administration not to increase the working hours of teachers working under the Education Department. In a resolution adopted in the recently held Annual General Body Meeting of the South Andaman Teachers’ Branch, the Association noted with grave concern and anguish that the authorities in the Education Department are trying unilaterally to increase the working hours of the teachers from 6 hours to 7 ½ hours in the guise of implementing the Right of Children to Free & Compulsory Education Act, 2009. The meeting observed that the Directorate of Education is trying to increase the teaching hours without taking the service associations functioning among the teachers into confidence. The meeting noted that Andaman Nicobar Islands is the first state/union territory to increase the working hours of teachers on the basis of the provisions in the Right to Education Act, 2009. The meeting observed that while the Association is not against implementing the said legislation which is an historical step towards universalisation of education, various provisions of this Act are yet to be implemented in the Islands. The meeting noted that in a large number schools in the islands, the basic infrastructure facilities like proper buildings, bench and desk, toilets, etc. are not provided. Many of the schools do not have proper and safe drinking water facilities for the students and teachers. In many of the schools at Port Blair, student-teacher ratio is more than what is provided in the said Act.

The General Body meeting resolved to demand the authorities in the Administration and Education Department not to increase the working hours of the teachers till all other provisions of the Right to Education Act, 2009 like providing infrastructural facilities, reducing teacher-student ratio etc., are implemented in the islands
