Letter on Allotment of quarters to local recruits

Sub:  Allotment of vacant type-IV and Type-V quarters to local recruit employees - regarding.

It has been reported to this Association that a few number of Type –IV quarters in the general pool accommodation under the Housing & Estate Department of the Administration are lying vacant for the last few months.  While a large number of officers and employees are waiting for allotment of quarters of the above category, these quarters are kept vacant without any justification. 
Keeping these quarters vacant for a long period will damage the quarters in the absence of proper upkeep and maintenance.  
I would, therefore, request you kindly to allot all the vacant Type IVquarters to the employees as per the waiting list and as per the rules.    
          Action taken in the matter may please be intimated to this Association.

Annual General Body Meeting of Billiground Branch

The Billiground Branch of NGOs' Association is holding its Annual General Body Meeting on 30th December, 2012 at 10 a.m. in the premises of Govt. Middle School, Billiground. Dr. Saptajit Halder, Medical Officer (Incharge), Billiground PHC will be the Chief Guest for the Opening Session. 
All the Govt. employees working in Billiground area are requested to attend the meeting.

Growing resentment among government employees

PRESS STATEMENT

A meeting of the Central Secretariat of the Non-Gazetted Govt. Officers' Association was held today (22.12.2012) at Crusade House, Phoenix Bay. The meeting reviewed the campaign carried out by the Association among government employees during the last 2-3 months. In a resolution adopted in the meeting, the Association noted that a large number of issues of government employees and workers working under the Andaman and Nicobar Administration are pending with the Govt. of India and A & N Administration for settlement. The meeting noted that resentment among the employees are growing in the islands due to the inaction on the part of the Govt. of India and A & N Administration on the genuine pending demands. The meeting noted that demands of the Association for (i) upgraded pay for LGC and HGC (ii) introduction of Non-Functional Selection Grade for Higher Grade Clerks who have completed 5 years' of service in the Grade Pay of Rs 4200/-, (iii) upgraded Grade Pay under Part B for left-out categories of teachers (iv) illegal and arbitrary denial of Island Special Duty Allowance to teachers during summer vacation (v) restructuring of Forest Clerical Cadre, Stenographic Cadre and Statistical Cadre (vi) Construction of more residential accommodation for government employees etc. are yet to be considered by the Govt. of India and A & N Administration. Sadanand Rai, Vice President of the Association presided over the meeting. D.Ayyappan, General Secretary spoke on the occasion.

Mass Dharna at Tiranga Park in support of All India Strike


PRESS STATEMENT

The Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands organized Mass Dharna and Mass Demonstration throughout the Andaman and Nicobar Islands today (12.12.2012) in support of the  All India strike by central government employees on the 15-point demands.  At Port Blair,  a daylong Mass Dharna  was  held at Tiranga Park today (12.12.2012) from 9 a.m to 4 p.m. in which a large number of government employees and workers participated.  Shri B. Chandrachoodan, General Secretary, CITU A & N State Committee inaugurated the Mass Dharna.

In the evening a largely-attended public meeting was held at the same venue.  Addressing the public meeting, Shri D. Ayyappan, General Secretary of the Association demanded that the New Pension Scheme should be extended to the Members of Parliament also if the Parliament adopts the Pension Fund Regulatory & Development Authority (PFRDA) Bill which is pending before the Parliament and which seeks taking away the statutory pension to government employees and introducing the contributory New Pension Scheme.  He demanded that the ban on creation of posts should be removed by the central government so that adequate posts can be created for regularization of all the daily-rated mazdoors and contract employees working in various departments like Forest, Transport, etc. under the Administration.  Shri Sadanand Rai, Vice President presided over the meeting while Shri TS Sreekumar, Asst. General Secretary, Shri Anand Raj, Secretary, Secretariat Sub-Committee, Shri GP Mondal,  Organising Secretary and Shri Biswanath Mondal, Joint Secretary also spoke.   The Mass Dharna was led by Shri DS Clement Steephen, Finance Secretary,  Shri Venkat Rama Rao, Shri SL Vinjit and Shri Jayaraj. 

          At Diglipur, Evening Dharna was held today which was led by Shri PJ Eappen and Shri  Akbar Ali of NGOs’ Association and Shri S. Asokan of BKU.

          At Mayabunder, Evening Dharna was held in front of the Deputy Commissioner’s Office  in which  more than 150 government employees including a large number of women employees participated which was  led by Shri P. Jay Murthy, Vice President, Shri Jagat Ram, Secretary and Smt Rekha Sharma, Joint Secretary. 

          At Billiground, a day-long Mass Dharna was held from 9 a.m. to 5 p.m. which was followed by a largely-attended public meeting.  Shri BP Ray presided over the meeting while Shri S. Bawali, Vice President, Shri Mritunjay Biswas, Secretary, Shri Prasanjit and Shri SR Mirdha addressed the public meeting. 

          At Rangat, an Evening Dharna was held at Nimbutala Jetty in which a large number of workers of Electricity Department attended.  Shri  Chandran led the  programe. 

          At Little Andaman, an Evening Dharna was held in front of the Tehsil Office, Hut Bay.  Smt Nasreen Begum, Vice President and Shri Nookaraju, Secretary, Little Andaman Branch addressed the gathering.  




          The 15-point  demand included  (1) setting up of 7th Central Pay Commission and revision of  wages of central government employees after every 5 years  (2)  merger of  50%  DA with Pay  (3) to scrap the New Pension Scheme  (4) to lift the ban on creation of posts, etc.

Mass Dharna in support of All India Strike on 12.12.12

In Support of the All India Strike
by Central Govt. Employees

15 point Charter of demands:

1. Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.

2. Merge DA with pay for all purposes with effect from. 1.1.2011 including for Gramin Dak Sewaks.

3. Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Govt. employees.

4. (a) Departmentalise all Grameen Dak Sewaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc, 

(b) Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.

5. (a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.

6. Fill up all vacant posts and creates posts n functional requirements.

7. Stop downsizing outsourcing, contractorization, corporatization and privatisation of Governmental functions. 

8.Stop price rise; strengthen the PDS.

9. (a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure; (c) introduce PLB in all Departments; (d) remove the ceiling on emoluments for bonus computation.

10. Revise the OTA, Night duty allowance and clothing rates.

11. Implement all arbitration awards;

12. Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.

13. Grant Five promotions to all employees as is provided for in the case of Group A services.

14. (a) Withdraw the PFRDA Bill. (b) Rescind the decision to allow FDI in pension sector;(c) Scrap the new contributory pension scheme (d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.

15. Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts Department

Annual General Body Meeting of Mayabunder Branch

The Annual General Body Meeting of the Mayabunder Branch of the Non-Gazetted Government Officers’ Association was held on 8th December, 2012 (Saturday) at Mayabunder. Shri R.K.Singh, Assistant Education Officer (Zonal Officer, Mayabunder Educational Zone) was the Chief Guest at the meeting. Speaking on the occasion Shri R.K.Singh called upon the govt. employees to work hard for the all-round development of the islands and emphasized the need to participate in the service association for achieving their rightful demands. Shri D.Ayyappan, General Secretary, Non-Gazetted Govt. Officers’ Association who was the Guest of Honour, dealt in detail the ongoing campaign programme by the Confederation of the Central Govt. Employees & Workers, New Delhi on the 15-point demands. Shri P.Jay Murthy, Vice President, Mayabunder Branch presided over the meeting while Shri Jagat Ram, Secretary presented the report of the branch.
            A large number of govt. employees from various departments participated in the meeting. The members of the Association unanimously elected Shri P.Jaymurthy as Vice President,  Shri Jagat Ram Baraik as Branch Secretary, Smti Rekha Sharma and Shri Ajay Kumar as Joint Secretary, Shri Narayan Roy as Treasurer and three organizing secretary namely Shri E Madhav Rao, Shri Jatru Baraik and Shri C.H.Eswar Rao. Besides this 16 Executive Members were elected in the meeting. Shri Ajay Kumar, Joint Secretary welcomed the Chief Guest & others. The meeting was concluded with the vote of thanks by Shri P.Jaymurthy, Vice President of the Branch
