Clerical Cadre Issues taken up in New Delhi



During their recent visit to Delhi, D.Ayyappan, General Secretary and TS Sreekuamr, Asst. General Secretary of the Non-Gazetted Govt. Officers' Association has pursued the following pending issues in the Ministry of Home Affairs and Department of Personnel & Training:
a)      NFSG to HGCs: On a request made by the Association, the A & N Administration had sent a proposal to the Ministry of Home Affairs, Govt. of India to take up with the Ministry of Finance for extending the scheme of Non-functional Selection Grade (NFSG) in the Grade Pay of Rs. 4200/- to the Higher Grade Clerks with 5 years of service. The matter was pursued with the Home Ministry during the visit by the above leaders.
b)     Upgraded Pay for Asst Secretary and OS: The issue of upgraded pay for the Assistant Secretary and Office Superintendents of A & N Administration  is pending with the Ministry of Home Affairs. The officials in the MHA assured of speedy action in the matter.
c)      MACP Issues: The clarification sought for by the Personnel Wing, Secretariat from the Department of Personnel & Training, Govt. of India on MACP upgradation to those who have completed 10 years in a particular grade/post was followed up with the concerned officials in the DoPT.
d)     Exemption of ISDA from Income Tax: General Secretary has submitted Memorandum to the Secretary (Revenue) in the Ministry of Finance and Chairman, Central Board of Direct Taxes urging them to exempt the ISDA from Income Tax which will benefit thousands of employees working in these islands. The matter was further pursued during the recent visit to Delhi by the Gen Secretary and Asst. Gen Secretary.

NOTICE

1.      Extending Upgraded Grade Pay to Headmasters, PETs, LIbrarians, CIs etc.: During their recent visit to Delhi, D.Ayyappan, General Secretary and TS Sreekuamr, Asst. General Secretary of the Non-Gazetted Govt. Officers' Association had met Shri Kapil Sibal, Hon'ble Minister of Human Resource Development and submitted a letter urging him to extend the upgraded grade pay under Part B to Head Maters, PETs', Librarains, CIs etc. The Minister directed the Joint Secretary (School Edn.) and other officials present in the meeting to expedite it. The delegation had also met Smti. Anshu Vaish, Secretary, Department of School Education & Literacy, Ministry of Human Resource Development, Govt. of India and requested her to settle the issue without any further delay. The proposal in this regard which was sent to the MHRD from A & N Admn three years back, was lying in the Ministry of Finance for the last two years and it was only due to the efforts of the General Secretary that the file is now in the MHRD.
2.      Grant of ISDA to teachers during summer vacation: During their meetings with the Hon’ble Minister of HRD and Secretary (School Edn.), Ministry of HRD, the General Secretary and Asst. Gen Secretary had raised this issue. This matter was originally taken up with the Finance Ministry by the A & N Administration and Comrade Basudeb Acharya, MP. The matter is being pursued by the Association with the Ministry.

Shipping Department Sub-Committee formed...

          A meeting of the employees working in the Afloat Section of the Shipping Department was held on 4th August, 2012 at Port Blair in which it was decided to form the Shipping Department Sub-Committee of the Non-Gazetted Govt. Officers’ Association.  Addressing the meeting, Shri D. Ayyappan, General Secretary of the Association said that various issues and demands of the government employees in general and those belonging to the Shipping Department like (1) Revise the OTA Allowance rate and Night Duty Allowance, (2) remove restrictions on compassionate ground appointments, (3) stop down sizing, privatization and outsourcing, (4) Scrap New Pension Scheme, etc. are yet to be considered by the Govt. of India.  Shri Lawrence Fernandez, former President, Shri TS Sreekumar, Assistant General Secretary and Shri Anand Raj, Secretary, Secretariat Sub-Committee of the Association addressed the meeting.   The meeting decided to take up various pending issues of the employees of the Shipping Department with the authorities in the Department and in the A & N Administration.  The meeting elected Shri M. Sakthivel as President, Shri Biswajit Biswas as Secretary and Shri Egnesh Kerkitta as Treasurer of the newly formed Shipping Department Sub-Committee of the Association.
