OFFICE MEMORANDUM

Subject : Payment of Dearness Allowance to Central Government employees - Revised Rates effective from 1.7.2012.

The undersigned is directed to refer to this Ministry’s Office Memorandum No.1(1)/2012-E-II (B) dated 3rd April, 2012 on the subject mentioned aboe and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 65% to 72% with effect from 1st July, 2012.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-II(B) dated 29th August. 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

DA likely to be announced on Monday

Central D.A. likely to be cleared by cabinet on Monday evening

It is all set to approve 7% D.A. for Central employees and pensioners by the cabinet. The cabinet meeting scheduled on Friday, the 21st September has been rescheduled on Tuesday and then advanced to Monday (24/09/2012) evening.

Once approved the total Dearness Allowance payable from 1st July 2012 will be 72% of total pay. Employees are likely to get 3 months arrears in cash and the enhanced pay will be effected from the salary of October 2012. Pensioners are likely to get it with the pension of October 2012.

Procession to protest the Hike in Diesel price & restriction imposed on subsidized LPG cylinders

          The Non-Gazetted Govt. Officers Association, Andaman and Nicobar Islands & CITU jointly organized a procession at Port Blair today (22nd September, 2012)  to protest  against  the government’s recent decision to hike the price of diesel and restricting the subsidized LPG cylinders to 6 Nos. The procession which began from Crusade House premises at 4.45 p.m. went round the Aberdeen bazaar area and culminated near Tiranga Park. Shri B.Chandrachoodan, General Secretary, CITU, A & N State Committee and Shri Anand Raj of NGOs’ Association addressed the gathering. In a symbolic manner, an empty LPG cylinder was carried in front of the procession to highlight the demand for retaining the present LPG cylinder supply without any restriction. Shri S.Surender, Vice President, Shri D. Ayyappan, General Secretary, Shri TS Sreekumar, Asst. General Secretary of the Association led the procession. Braving the drizzling, a large number of Govt. employees & workers participated in the procession.

NGOs' Association expresses concern over Diesel Price Hike

The Non-Gazetted Government Officers’  Association, Andaman and Nicobar Islands expresses its anguish and  concern  over the decision of the central government to increase the diesel price by 5 rupees per litre and to reduce the subsidized LPG cylinder to six.  This decision of the government will have a cascading effect on the price rise.  Prices of all the items especially food items will increase.  Besides, it will be nightmare for the lower middle and poor strata of the society including the lower category of government employees and workers who are already reeling under the uncontrolled price rise caused by wrong policies of the successive central government. Limiting the subsidized LPG cylinder to six in an year will upset the monthly budget of the above categories of people.  The Association demands the central government to roll back the decision to hike the diesel price and to limit the subsidized LPG cylinders.  The Association along with other trade unions in the islands will conduct a series of agitation on the above issue in the coming days.

Death Anniversary of Com. N.Vasudevan observed

The 15th Death Anniversary of  Shri N. Vasudevan, former Counsellor (Health), A & N Administration and former General Secretary, Non-Gazetted Govt. Officers’ Association  was observed today  (4th September, 2012).  To mark the occasion,   a Seminar on “Working Class Unity in the Present Situation” was organized at 5 p.m.  today at Hotel ACC, Mohanpura, Port Blair by the Non-Gazetted Govt. Officers’ Association jointly with the  Centre of Indian Trade Unions.  Speaking on the topic as the main speaker, Shri KG Das, former General Secretary of the Non-Gazetted Govt. Officers’ Association said that the policies of the successive central government have led to job loss to lakhs of people following closure of industries.   He said that for the first time in the  history of  trade union movement,  almost all the central trade unions, keeping aside their political affiliations,   have come together to  fight against the anti-labour policies of the  government and conducted  nation-wide  movements in the recent past.  Tracing out the origin of trade union movement in Andaman and Nicobar Islands, Shri KG Das said that Shri N. Vasudevan’s contribution to the working class movement in the islands cannot be forgotten. Shri P.Banerjee, former President of the Association also spoke on the occasion.  Shri D. Ayyappan, General Secretary welcomed the  gathering while Shri TS Sreekumar, Asst. General Secretary proposed  Vote of Thanks.  A large number of government employees and workers and retired employees attended the programme.
