NGOs' demand re-opening of Green Shops by ANIIDCO Ltd.


The Non-Gazetted Government Officers’ Association, Andaman and Nicobar Islands has demanded re-opening of Green Shops through ANIIDCO Ltd. at various parts of these islands particularly in the southern group  of islands in order to control the unjustified and uncontrolled price rise of vegetables, fruits, etc in these islands.

          In a letter sent to the Secretary (Civil Supplies & Consumer Affairs), Andaman and Nicobar Administration, Port Blair, Shri D. Ayyappan, General Secretary of the Association said that resentment is growing among the people particularly government employees and workers due to the uncontrolled price rise of vegetable, fish and other food items in the islands. He has pointed out that prices of vegetables, both those brought from mainland and locally produced, are increasing on day-to-day basis.  The Association is of the view that the Andaman and Nicobar Administration has totally failed to exercise any control over this unjustified price rise. 

While accepting the fact that the price rise is due to the wrong policies of the central government, the Association is of the firm opinion that the A & N Administration cannot remain mute spectator to the unjustified price rise of food items in the islands, he said.   The prices of vegetables brought from mainland are sold at the will and wish of monopoly businessmen and there is no market intervention on the part of the Administration.  Even the Green Shops run by the ANIIDCO Ltd. where vegetables and fruits were sold at reasonable prices though at a limited quantity, were closed down during 2011.  Low-paid government employees and workers and other lower strata of society are badly affected by the total inaction on the part of the Administration in this regard, the General Secretary told the Secretary (Civil Supplies & CA).

          He further demanded that the Administration should exercise some kind of control over the steep price rise of vegetables and fish in the Port Blair and adjoining areas.

Confederation of Central Government Employees and workers strongly condemns the recent decision taken by the Union Cabinet to allow FDI in Insurance and Pension sectors.  Both the Pension and insurance are long time savings instruments    and the funds are greatly drawn from the common people. The Insurance Sector in which the Government had a monopoly till the advent of the neo liberal economic policies has remained as one of the most efficient, customer caring and profit making public enterprises. It contributes about 25%of the total investment of Govt. of India funded projects.

The permission to have 49%FDI in the two sectors will obliterate the Indian entrepreneurs as they would not be able to meet the challenge of the cut throat competition and unfair marketing practices to be unleashed by the giant transnational corporations.   Besides, the UPA II Govt. has chosen to ignore  the huge loss of about 4 Trillion dollars suffered by the Pension fund operators in the USA due to the global financial crisis from which the West European and American Economy is yet to come out.  This decision of the Union cabinet is clearly to bail out those transnational corporations from the financial crisis.   The Government’s decision will enable the Pension fund operators to lure the ignorant common pension beneficiaries to speculative market and the consequential liquidation of their savings and negation of pension benefit at the evening of their life.   
The present decision of Manmohan Singh Government read with the intensified desire to enact the PFRDA Bill in the winter session of the Parliament must be seen as the most treacherous and anti people decision taken at the behest  of and compulsion from the International Finance capital and especially to oblige the US Government whose President is seeking re-election.
The Confederation has called upon the CG employees to organize campaigns and organize a day’s strike on 12th December, 2012  to compel the Government to rescind this anti people decision and withdraw the PFRDA Bill.

NGOs' Associatio​n to Intensify Campaign on Various Demands

The Central Executive Committee Meeting of the Non-Gazetted Government Officers’ Association, Andaman and Nicobar Islands held on 13th October, 2012 at Crusade House, Phoenix Bay, Port Blair, has reviewed the campaign programme launched by the Association among government employees and workers in the islands about the 15-point Demands circulated by the Confederation of Central Govt. Employees & Workers, New Delhi.   The meeting decided to intensify the campaign among the government employees and workers in the islands on these issues.  Mass Dharna, Mass Demonstration, corner meetings, campaign at offices, schools and work places will be organized in the islands also.  These programmes are being organized throughout the country by central government employees at the call given by the Confederation of Central Govt. Employees & Workers, New Delhi to which the Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands is affiliated.  The  15-point Demands include (1) revise wages of central government employees  with effect from 1.1.2011 by setting up 7th Central Pay Commission  and every five years thereafter,  (2) merge DA with pay for all purposes including pension with effect from 1.1.2011 (3) scrap the New Pension Scheme  and extend the statutory defined benefit pension to all central government employees  4) stop downsizing, outsourcing, contractorirsation, corporatisation and privatization of government functions, (5) fill up all vacant posts  and create posts on functional requirements  (6)  stop price rise and strengthen PDS (7) regularize the services of daily rated workers, contingent workers, Casual workers and bring in a permanent scheme of regularization (8) revise OTA and Night Duty Allowance (9) remove restrictions imposed on compassionate ground appointments, etc.

NGOs' Association demands to increase subsidised LPG cylinders

Sir,

          The Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands  submits that consequent upon the decision taken by the Government of India, the subsidized LPG cylinders to a family have been restricted to six in these islands.  This decision of the Govt. of India has created great anxiety and concern among the people of these islands particularly government employees and workers.         

          In this connection, it is submitted that the Union Territory of Andaman and Nicobar Islands, a group of scattered islands lying more than 1200 KMs away from the mainland, has certain problems which are unique and need to be considered sympathetically. These islands lack alternate cooking fuel like kerosene, cow-dung cake, fire wood, etc.   In the absence of any private LPG   agencies, consumers here will be facing problem to purchase non-subsidized LPG cylinders. 

          Since these islands are scattered and isolated and do not have much food joints and eateries, people seldom prefer to have food from outside.  Due to above reasons, consumption of LPG cylinders is high in these islands as compared to other parts of the country.   

          In view of the above position, I would request your goodself kindly to treat the Union Territory of Andaman and Nicobar Islands separately from other  parts of the country in the matter of  cap on subsidized LPG cylinders  and  allow the islanders  to have  10 subsidized LPG cylinders in a year  as a special case.

Grant of Non-Productivity Linked Bonus to Central Govt. Employees

OFFICE MEMORANDUM
Subject: - Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2011-12.
The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2011-12 to the Central Government employees in Groups 'C' and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.
2. The benefit will be admissible subject to the following terms and conditions:
(i) Only those employees who were in service as on 31.3.2012 and have rendered at least six months of continuous service during the year 2011-12 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).
(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments / calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs.3500 (where actual average emoluments exceed Rs.3500), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500x30/30.4=Rs.3453.95 (rounded off to Rs 3454/-).
(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200x30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.
(iv) All payments under these orders will be rounded off to the nearest rupee
(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)—E.Coord/88 dated 4.10.1988, as amended from time to time, would hold good.
3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

World Action Day - Pics






          At the call of the central trade unions, the Centre of Indian Trade Unions, Andaman and Nicobar State Committee jointly with the Non-Gazetted Govt. Officers’ Association   has observed today the 3rd October, 2012 as International Action Day. The day  was observed all over the world by trade unions  affiliated to World Federation of Trade Unions. On the occasion of International Action Day, the WFTU has decided to raise five issues which are of utmost and essential pre-requisite for human existence i.e. Food, Water, Health, Education  and  Housing for all.   

          Speaking on the occasion, Shri B. Chandrachoodan, General Secretary, CITU State Committee has   come down heavily on the UPA government’s anti-people policies which put working class to untold misery.   Elaborating the  importance of the  International Action Day and this years’  issues  to be highlighted  by trade unions throughout the  country at the call of the World Federation of Trade Unions,  Shri D. Ayyappan, General Secretary, Non-Gazetted Govt. Officers’ Association  said that  successive governments at the Centre have been depriving the  people particularly government employees and workers  of  their  right to have  food, drinking water, health, education and housing for all.   Shri Sadanand  Rai, Vice President of the Association  condemned the  steep rise in the LPG cylinders  which will upset the  house budget of  lower strata of  working class.  Shri SB Chatterjee of CITU also addressed the gathering.  A large number of employees and workers attended the function.
