SATB delegation meets Secy-cum-Director of Education


          A delegation  of the South Andaman Teachers’ Branch of the Non-Gazetted Govt. Officers’ Association led by Shri D. Ayyappan, General Secretary, today (24.07.2014) met the Secretary-cum-Director of Education, A & N Administration and discussed  with him various issues concerning the teachers working under the  Education Department.   The Secretary-cum-Director (Edn) agreed to pursue with the Govt. Of India the issue of extending upgraded Pay under Part B to the left-out categories of teachers. The Secy-cum-Director (Edn) assured the Association delegation that the issue of grant of ISDA to teachers during summer vacation will be examined by the Administration afresh.   

 On the issue of   regularisation of adhoc services from the date of initial appointments of teachers, the Secy-cum-Dir(Edn)   informed that the matter is under process. The Association delegation brought to the notice of the Secy-cum-Dir (Edn) the delay in granting the financial upgradation under MACP.   On the question of  sanctioning of  Child Care Leave to  eligible teachers,  the Secy-cum-Director (Edn)  informed  the Association delegation that  while the Department  has no hesitation to sanction leave to the employees as per rules,  the  studies of  children should  also not  hamper and  agreed to examine the suggestion of the Association to engage  teachers on  leave vacancy/contract basis from the available Panel   as and when  Child Care Leave for  long duration  was granted to eligible teachers. The Secy-cum-Director (Edn) agreed to the request of the Association to restore the power of granting leave for more than 15 days to the Heads of Offices in the Education Department. 

The Secy-cum-Director (Edn) agreed with the Association delegation that those teachers whose tenure has been completed in a particular zone should get all the transfer benefits when he/she is transferred to the choice place of posting.   The Association delegation requested the Secy-cum-Dir (Edn) to utilise the fund available in the Teachers’ Welfare Fund maintained by the Education Department for the needy teachers. The Secy-cum-Director (Edn) agreed that while finalising the school holiday list in future, Service Associations functioning in the Education Department will be consulted. 

 Shri Shashikumar, Deputy Director of Education (Planning) was also present in the meeting. The other members of the delegation of the Association were (1) Shri HL Prasad, Vice President, (2) Shri TS Sreekumar,  Asst. General Secretary and  (3) Shri Venkat Rama Rao, Vice President,  (4) Shri R. Surendran Pillai, Secretary and (5)  Shri SL Vinjit, Joint Secretary of South Andaman Teachers’ Branch of the Association.

CONDOLENCE

The South Andaman Teachers’ Branch of the Non-Gazetted Government Officers’ Association condoles the sudden demise of Shri Ganeshan, Graduate Trained Teacher attached to Govt. Sr. Sec. School, Mohanpura,  Port Blair,  at GB Pant Hospital today (23.07.2014).   He was 49 years old. He is survived by wife and 02 children.  His cremation will take place tomorrow (24.07.2014). The Association expresses its heartfelt condolence to the bereaved family members of late Shri Ganeshan.    

Meeting of the Employees of Agriculture Department


          A meeting of the employees working in the Agriculture Department was held at Port Blair today (19.07.2014) under the chairmanship of Shri Mahanand Biswas.  The employees expressed their willingness to join the Non-Gazetted Govt. Officers’ Association and accordingly decided to form a Sub-Committee of the Association in the name and style Agriculture Department Sub-Committee. The meeting discussed in detail the issues to be included in the Memorandum for the 7th Central Pay Commission to be submitted by the Non-Gazetted Govt. Officers’ Association in respect of Agriculture Department.  


          Addressing the employees, Shri D. Ayyappan, General Secretary of the Association said that the central government’s proclaimed policy of privatisation and outsourcing of government work will go against the interest of   government employees. The ban on creation of posts and recruitment in central government services lead to increasing unemployment among educated youths while the employees are denied of their legitimate promotion to higher posts.    Shri HL Prasad, Vice President of the Association called upon the employees of Agriculture Department to organise themselves under the banner of the Non-Gazetted Govt. Officers’ Association to achieve their various demands.  Shri TS Sreekumar, Asst. General Secretary assured the employees that their issues will be taken up by the Association in a proper manner.    Shri Sanjeev Kumar Singh also addressed the meeting.

Meeting of the Clerical Cadre Sub-Committee

A meeting of the Clerical Cadre Sub-Committee of the Non-Gazetted Govt. Officers’ Association was held at Port Blair on 12.07.2014 in which various issues of employees belonging to the Clerical Cadre were discussed.  The meeting among other things discussed and finalized the issues of Clerical Cadre employees to be included in the Memorandum for the 7th Central Pay Commission to be submitted by the Association.  The meeting observed that successive Central Pay Commissions as well as central governments in the past had neglected the demands of the clerical cadre employees.   
Addressing the meeting, Shri D. Ayyappan, General Secretary said that none of the demands of the central government employees placed before the government has found mention in the recently introduced General Budget by the Finance Minister.  Nominal increase in the Income Tax exemption will not be of much benefit for the government employees.  The General Budget has not proposed any concrete step to contain price rise.  He further said that the Budget will intensify the privatization of  public sector in the country.  

  Shri S. Surender, Vice President, Clerical Cadre Branch, presided over the meeting.  

General Body Meeting of the Shipping Department Sub-Committee

A General Body meeting of the Shipping Department Sub-Committee of the Non-Gazetted Govt. Officers’ Association was held at Port Blair today (28.06.2014) in which various issues of employees belonging to the Shipping Department were discussed.  The meeting among other things discussed and finalized the issues of Shipping Department employees to be included in the Memorandum of the Association for the 7th Central Pay Commission.  Addressing the meeting, Shri D. Ayyappan, General Secretary  said that  a number of  issues which cropped up following the implementation of the Sixth Central Pay Commission  and which were  taken up by  Service Associations and Unions in the country with the central government  are yet to be resolved.   Pay anomalies of a number of posts are yet to be resolved by the government, he said.   Referring to the sky-rocketing prices, Shri D. Ayyappan, demanded immediate grant of interim relief and merger of DA with pay.

Sashikumar Pillai also spoke.   Shri MP Shaktivel, Vice President, Shipping Sub-Committee of the Association presided over the meeting.
