Comrade PKS Prasad remembered

The 33^rd Death Anniversary of Comrade P.K.S. Prasad, veteran trade union leader of Andaman and Nicobar Islands, was observed throughout the islands today the 29^th January, 2016 jointly by Non-Gazetted Govt. Officers’ Association and CITU.   The main function was held at Crusade House premises at Phoenix Bay, Port Blair where   wreaths were laid on the Martyrs Memorial Column of Com PKS Prasad by the leaders of trade unions, Non-Gazetted Govt. Officers’ Association and other organizations in the evening.  This was followed by a   remembrance meeting which was presided over by Shri H.L.Prasad, President, Non-Gazetted Govt. Officers’ Association. Shri K.G.Das, Former General Secretary, NGOs’ Association, Shri Pronob Banerjee, Former President, Non-Gazetted Govt. Officers’ Association, Shri B. Chandrachoodan, General Secretary, CITU and D. Lakshman Rao, Trade Union Leader addressed the meeting.  They recalled the historical agitations conducted by Com. PKS Prasad on various issues of government employees and workers.     

At Diglipur, to pay tribute to Com PKS Prasad, the NGOs’ Association and CITU jointly arranged a “Annadan” for the poor people.      

At Rangat, a commemoration meeting was organized at the office of the NGOs’ Association which was addressed among others by Suresh Kumar, Ali Akbar, Addaikkan, Solai Raj of the Rangat Branch of the Association. 

At Billiground, a remembrance meeting was held at the office of NGOs’ Association Office. Shri Shubhankar Bawali, Mritunjay Biswas and Satyaban Gain spoke and recalled the struggles conducted by Com PKS Prasad.

NGOs' Association observes 3-day Evening Dharna to protest the retrograde recommendations of 7th CPC

          The 3-day Evening Mass Dharna organised by the Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands which started on 19^th January at Tiranga Park, Port Blair has come to an end today (21.01.2016) evening.  The 3-day Dharna was organised at the call given by the National Joint Council of Action (NJCA) demanding modification in the retrograde recommendations of the Seventh Central Pay Commission and other demands of the central government employees. The nation-wide 3-day Mass Dharna by central government employees was  organised  after a 26-point Charter of Demands  was  submitted to the Govt. of India by the  National Joint Council of Action which comprises  Confederation of Central Govt. Employees & Workers, Defence Employees organisations, Railway  Employees Federations, etc. At Port Blair, a large number of government employees participated in the Evening Mass Dharna.   

          On culmination of the Mass Dharna, a public meeting was held at the venue of the Mass Dharna i.e. Tiranga Park.  Addressing the meeting,   Shri K.G. Das, former General Secretary of the Non-Gazetted Govt. Officers’ Association said that central government employees’ organisations had in the past also fought against the anti-employee recommendations of the Central Pay Commissions.  He recalled the nation-wide movements conducted by the Confederation in the past on various issues of central government employees.  Addressing the gathering Shri TS Sreekumar, General Secretary of the Association explained in detail the adverse impact of the recommendations of the 7^th CPC if it is implemented without any modifications.  He said that a number of defects and anomalies of 6th Central Pay Commission are yet to be  resolved and specifically pointed out the  denial of Part B  pay to  hundreds of  teachers working in the Education Department.  Shri Anand Raj, Secretary, Secretariat Sub-Committee of the Association narrated  the  plight of the  government employees  and said that successive central governments  have  been  taking decision which were totally against the interests of  employees. 

                    

Shri S. Surender, Vice President, Clerical Cadre Branch, Shri DN Banerjee, Organising Secretary of the Association and Shri Anadi Ranjan Bhattacharjee, All India Postal Employees Union, Port Blair also addressed the public meeting.  Shri HL Prasad, President of the Association proposed vote of thanks.          

                                                              

          The Mass Dharna was led by Shri P. Sathyapal, Asst. General Secretary, Shri SN Mishra, Vice President, Shri GP Mondal and Shri    SL Vinjit of South Andaman Teachers Branch of the Association.  A large number of women employees also participated in the Mass Dharna today.  

           At Diglipur, the Demonstration was organised in front of the O/o Assistant Commissioner, Diglipur today (21.01.2016) evening. A large number of employees participated in the demonstration. Shri Gopal Chandra Dey, Shri S.Arumugam and Shri N K Paul addressed the gathering.

            At Billiground a procession was taken out at the Billiground bazaar by the Billiground Branch of the Association. Thereafter, a public meeting was held at Billiground Bazaar which was addressed by Shri Satyawan Gain, Shri Mritunjay Biswas and Shri S.R.Mirdha.

Meeting of SATB expresses concern over ad-hoc issue

A meeting of the South Andaman Teachers’ Branch of the Non-Gazetted Govt. Officers’ Association was held on 09.01.2016 at Crusade House, Port Blair. The meeting discussed in detail various issues pertaining to the teachers working under Education Department, A & N Islands which include Regularization of Adhoc services, timely confirmation of services, timely award of ACP/MACP, problems in quarter allotment etc.,

            The members in the meeting expressed concern over the issue of undue delay in regularization of adhoc services of a couple of hundred teachers. The meeting resolved to take up the issue strongly with the Education department to avoid further discontentment among the teachers.

            The meeting also decided to hold its Annual General Body meeting in the month of February, 2016. Earlier, Shri S.L.Vinjit, Joint Secretary, South Andaman Teachers’ Branch welcomed the members and briefed about the activities of the branch during the intervening period. Shri T.S.Sreekumar, General Secretary informed the meeting about various developments at National Level and the programmes to be conducted by the Association demanding improvement in various recommendations of 7^th CPC. Shri G.P.Mandal, Vice President of the branch presided over the meeting.

Finance Ministry clears Pay Anomaly in case of HM(P), HM(M), HM(S), PSRT & PETs

The Government of India, Ministry of Human Resource Development with the concurrence of Ministry of Finance   has accepted the proposal of the Andaman and Nicobar Administration   to  extend the   upgraded pay under Part B of the CCS (Revised Pay)Rules, 2008  to  five categories of  teachers  viz. Headmaster (Secondary), Headmaster (Middle),  Headmaster (Primary), Physical Education Teacher and Primary School Resource  Teacher(PSRT) working under the  Education Department of  A & N Administration.   The decision of the Govt. of India was conveyed to Shri D. Ayyappan, former General Secretary of the Non-Gazetted Govt. Officers’ Association over telephone by the officials of the  Ministry of Human Resource Development and Ministry of  Finance today. 

The  Non-Gazetted Officers’ Association  has been taking up this issue with the Govt. of India immediately after the implementation of the  recommendations of the 6^th Central Pay Commission  in  September, 2008.  While the 6^th Central Pay Commission had  recommended  upgraded pay under Part B to  PSTs, GTTs,  PGTs, etc.,  equivalent  posts of  Headmasters, PETs, Librarians, Craft Instructors, etc. did not find mention in the Pay Commission Report.  Consequently, these posts were also not specifically  mentioned  in the CCS (Revised Pay) Rules, 2008  of the Govt. of India.    It was  noticed that while  the above categories of  teachers and miscellaneous teachers  in other Union Territories, central government schools like  Kendriya Vidyalaya, Navodaya Vidyalaya, etc. were  given  the  upgraded pay under Part B,  these categories of teachers under the Education Department of A & N Administration were denied of  the  said benefit  which created  resentment among the affected  teachers.  The Non-Gazetted Govt. Officers’ Association  immediately  taken up the matter with the  A & N Administration which in turn  sent a  detailed proposal to the Ministry of  Human Resource Development, Ministry of Home Affairs, etc. to extend the  upgraded  pay under Part B to  the  equivalent categories of  teachers and miscellaneous teachers of these islands.    This was followed up with  a  number of  representations to the Govt. of India.  Besides,  the Association  had  also  conducted a series of  agitations in the islands demanding  extending the  Part B  pay to the  remaining categories of  teachers.  Shri D. Ayyappan, former General Secretary of the Association  and Shri TS Sreekumar, General Secretary  had  met Shri Kapil Sibal, the then Minister of  Human Resource Development during  2012 in New Delhi besides  meeting  Secretary (School Education) in the Ministry of Human Resource Development a number of times.   

                                                                                          

             The Non-Gazetted Govt. Officers’ Association conveys its  gratitude  to  Dr. R. Devdas,  former Director  of Education, Shri DN Singh and Shri  Devender Singh, former  Secretaries-cum-Director of Education and  Smt  Tanvi Garg, Secretary-cum Director of Education  for  taking up the matter with the  Govt. of India.  The Association also appreciates the helps rendered by the present Chief Secretary to resolve  this  demand of the  Association. The Association also appreciates the help by Shri P.K.Biju, MP, who was a member of Standing Committee, MHRD and Shri Bishnu Pada Ray, MP, A & N Islands. The Association will continue to pursue the demand for extending the Part B pay  for the remaining categories  like Librarian, Craft Instructors,  etc.   with the Govt. of India. 

MASS DEMONSTRATION in front of Secretariat Gate on 30.12.2015

The Non-Gazetted Govt. Officers’ Association, Andaman and Nicobar Islands organised a Mass Demonstration throughout the islands as part of the nationwide protest programme demanding improvement and rejection of retrograde recommendations of the 7^th Central Pay Commission. At Port Blair the demonstration was organised in front of the Secretariat Gate. Speaking on the occasion Shri T.S.Sreekumar, General Secretary of the Association gave the details of the 26-point Charter of Demands which was submitted to the Chief Secretary, Andaman and Nicobar Admn. for its onward transmission to the Cabinet Secretary, Govt. of India. He divulged facts and figures behind the calculation of minimum pay of Rs18000/- by the 7^th CPC and asked the government to increase it to atleast 26000/- as was demanded by the JCM Staff Side. Shri T.S.Sreekumar also briefed the gathering regarding other demands like revision of pay matrix, revision of rate of increment to 5%, regularisation of casual/daily rated employees, exclusion of central govt. employees from the ambit of New Pension Scheme etc., Addressing the gathering Shri S.N.Mishra, Vice President of the Association gave details of the future course of action of the National Joint Council of Action in which three-day Dharna programme will be organised all over the country on 19^th, 20^th & 21^st January, 2016. He further informed about the NJCAs decision to go on indefinite strike if the demands are not settled by the 1^st Week of February, 2016. Shri Anand Raj, Secretary, Secretariat Sub-Committee also explained the details of cadre parity and demanded upgradation of all LGCs as HGCs and urged the employees to be united for the achievement of the demands. The demonstration was attended by hundreds of govt. employees from various departments in South Andaman area. The demonstration was led by Shri R.Rajendran, G.Sujathan, G.P.Mondal, R.Surendran Pillai among others.

At Diglipur, Mass Demonstration was organised in front of AC Office, North Andaman where a large number of employees attended the programme. Shri G.C.Dey, Shri S.Arumugam and Shri N.K.Paul spoke on the occasion. At Rangat, a massive demonstration was organised in front of AC Office, Middle Andaman. Hundreds of govt. employees of the area participated in the demonstration. Shri Suresh Kumar, Natarajan, Ali Akbar, Sashidharan and Chandran addressed the gathering. Similar programmes were organised in other parts of the islands.
